IMHO, a rule of thumb would be to have L1 = L2/2 so 2/3 of the weight is on the drivers, err in the direction of increasing the share on the drivers, eg L1 = L2/3 rather than the other way.

So, finally after being interrupted by work for way too long, I returned to the 2P - I re-read the wisdom offered in this thread and went back to Will's treatise and read it slowly.

The fog started clearing - I started by cutting the rear shaft on the motor and fitted some lead (12-14 g) at the back of the firebox . It resulted in an improvement to tractive effort, but not much, odd...
So, I checked the wires on the front bogie, 13 thou, Oops! (I wonder if the front drivers were actually touching the track?)
Now replaced with 10 thou, buffer height still OK. I tested again, much better!
Lastly, I took out a 8-10 gram weight that was in the boiler - marginal improvement, in reverse. (I use the same rake of coaches on the same track each time I test.)

Anyway, the 2P will now pull all that will be expected of it for the time being.
