Mystery Tool

I paid my favourite tool shop - The Tool Box in Colyton - a visit the other day and saw this. I have no idea what it's purpose is. Does anyone have any ideas? The collar slides along to hold the handles together but if pulled too tight springs the holes apart slightly.

Pultra was a firm set up in Manchester just before the Second World War and as far as I can tell was in business for about 20 years. They made lathes, both 'conventional' and watch makers'. When I bought the tool, out of nothing more than curiosity, I was told it had come with a lot from the jewellery trade, which I presume includes watch making.

In the 5th picture, you will see some file marks in one of the cross grooves which were made removing a burr.

1st hit on Google suggests it is a military tool.
It has similarities to modern electronic wire crimp tools.
Could it be an early wire crimper?

It's for holding bushes while the bores are resized to fit shafts.

Thank you, Bill. I take it you post is a statement and not a suggestion.

Would the stepped holes be to increase the range of sizes that can be held or to take the drill or broach? What would the grooves be for?
