Does anyone know of a source of railway men (rather than general public) figures suitable for the early 80's - all the one's I've seen so far are either to early (flat caps etc.) or too modern (bright orange overalls head to toe)...

I am not sure if Falcoln Figures does the correct period that you want, but you could ask.

I've seen some figures in orange in a Bachman labelled bag - have you looked at their products?
