Just came across this old topic.
It's not the best way of creating a prototypical track plan in Templot, but it is in there for beginners migrating from pick-and-place style software.
Just press F7, and then move "end of shape A" close to "end of shape B". It will snap into position. This animation has been on the Templot web site for about 8 years now. The screenshot is out of date, but the function is still the same:
I expect Paul has now found it -- and then moved on to hardly ever using it -- but really, if he couldn't find it, all he had to do was ask on the Templot Club forum. That's what it is there for.

p.s. Ignore the red fixing peg in the animation -- it is not used in F7 snapping.
