NWSL P:87 wheels are 0.064" wide. So add 0.128" to the recommended P4 back to dimension and that will give the overall width plus running clearance you need to accommodate, between the side members.
The prototype wheel dia. appears to be 30". So the slightly smaller P:87 scaled 33" dia would likely be a safer bet to fit in than a slightly oversize 10.5 mm wheel.
