Hi Neil,
I've been following this with interest as you're using a very similar method and material that we are on 'Balcombe'. For the 'top coat' to seal the foam and for minor additional work we use use Sculptamold, a product that appears to be a ground up papier-mâché (it certainly smells like it!) which when dry is remarkably durable and will not crack or shrink like plaster based products. In fact one can hit it lightly with a hammer and it will only leave an indentation without cracking. It's widely available although not cheap, it does the job and goes a long way when lightly applied.

For the main foam under layer we used off-cuts of 'Celotex' insulating material (mostly acquired from roadside skips) glued down with solvent-free 'Gripfil' grab adhesive.
