Can any one tell me if an etched chassis was ever produced to go under the Cotswold / Nu-cast 16xx small pannier?

I don't think there has been one, Gordon. LRM has been involved in a potential 2021 for a North London Group project, but I'm not sure where that's got to.

I think that the 2021 was being designed by a member of the NLG and LRM were going to produce it. I don't think that the design work been completed, but don't know why.

I understand the sticking point of the 2021 saddle tank design work was the front elevation view of the tank itself. No one seems to have a good enough drawing of that feature, and extensive enquiries appear to have drawn a blank.

My 16XX will use a set of Gibson frames for a 54XX/64XX/74XX, where the wheelbase appears to be as near as dammit to the 16XX, albeit the distance from front/rear of frame to nearest axle centre isn't quite right (can't remember whether is too far forward or back), so some adjustment to frame length is required, plus some care in terms of getting the height of the body right, but overall, it can (and will) be done. The original frames supplied with the kit are totally unsuitable for a sprung or compensated loco.

Brave man, Tim. I guess you'll need to chop off 1mm minimum from the top of those Gibson frames?

And, if I recall correctly, from either the front or rear as well... but short of a complete scratchbuild, I couldn't think of any other way...

Very good question! Does anyone know?!
(I'd have been tempted to scratchbuild the frames, I would have felt that I had no choice, had the Gibson 64XX frames not matched the wheel base)...
