Lacking the skill or knowledge to turn them, can anyone suggest a way or source of circular spectacle plate frames for pre-war 1 GWR locos?

Would tubing be appropriate, you can cut very fine bits off by rolling it under a scalpel blade if the wall is as thin as it's likely to be for your purposes?
Albion Alloys do 3, 4, and 5 mm diameter tubing and may do intermediate sizes, I just haven't looked. Metalsmiths http://www.metalsmith.co.uk/metals-materials.htm do the same with 0.5mm wal - their 6.7mm has 0.2mm wall. They stock a large range.

A set of round punches and MSE plastic (cobex) glazing does the trick for me. I rarely get the first attempt right, and often it needs some gentle filing, but on the whole it works fine.

I am sure that is true but it is about as simple a turning job as you can get.
