Hmmm...
Comparing the drawing style and the list of contents with the CD-ROM compiled and sold by the Great Eastern Railway Society to its members (of which I have a legitimately purchased copy), that very much looks like a complete knock-off of the GERS production.
Whilst it would be reckless to mention words such as "fraudulent", "intellectual" property" and "pirating", I think that I'll make enquiries of the GERS management to see if this is a legitimate outlet that they have authorised.

If you look at the bottom of the drawing on the page this links to, it says: "GE RLY SOCIETY"

It is slightly more expensive than the society sell it for which would make sense. There is also http://www.parishchest.com/index.php?cm ... geOffset=0 available. It must be a 3rd party outlet surely?

Well, the GERS was up and awake even earlier than I was. I'd popped a question and the links across to a couple of folk there last night and this morning received an answer;
"Many thanks for letting us know about your concerns - that was absolutely correct and is appreciated.
There happens to be an explanation in this case, however. The Parish Chest is like an on-line family history fair, where approved organisations can pay for a kind of e-stand. The Parish Chest don't sell anything themselves, they just run the e-fair.
What you have found is one of our own outlets, the GERS stand at that fair. That's why the CD looks so familiar: it is the same one!"
So it is actually a third-party outlet, and being done with the permission of the GERS. I only wish that they had actually published to members the details that they were doing such things and identified the e-stand so that it didn't cause concern...
