Double Distant

I have just been watching a DVD from Tennents. On one of the west midland branch lines traversed there was a Double Distant signal?

Can anyone explain the purpose of such a signal?

My first thought on this was that one distant mounted above another might cover the situation where one distant related to the the block post in advance whilst the other was a 'gate distant' for a level crossing. Based on this, a quick search against 'two distant signals on same post' produced a link to https://www.warwickshirerailways.com/lms/mrfrog1449.htm, which seemed to fit the bill rather nicely, particularly since this is a West Midlands location. Does this match what's shown in your DVD?
