I would suspect it to be one of the American Pittman designs, but have also seen something similar from Trix. They would be mounted direct to chassis spacers with the two screws on the bottom rather than using a gearbox.

A very helpful guy in the US has suggested that it is a
Pittman DC71 and was at the heart of many classic US high-end brass models. This example was once fitted to a 7mm shunter so should be perfect for a King/Duchess in 4mm.
